I have to acknowledge the receipt of your letter enclosing plans of a proposed Gaol at Victoria, Hong Kong, and requesting to be informed whether in my opinion the proposed Building may be sanctioned.
In reply, I beg to state that though the site is more vitiated than is desirable, the buildings appear to be judiciously laid out. I observe however that the term "double Cells" is made use of in several parts of the building. I trust that it is not to be inferred that the Cells so designated are to be used for the accommodation of two prisoners.
